Digitalization, Investments and Localization: How Kazakhstan’s Industrial Landscape is Changing.

The II International Exhibition of Electronics and Household Appliances HomeTech & Electra 2025 is taking place from August 7 to 9 at the Atakent Kazakhstan Congress and Exhibition Center in Almaty, with the participation of more than 300 companies from 10 countries.

As part of the event, an international forum was held with delegations from specialized ministries of the Republic of Kazakhstan, trade missions, as well as brand manufacturers and retailers on the topic “Development of the Electronics and Digital Systems Market in Central Asia and Adjacent Regions”.

Experts discussed the impact of digitalization on attracting investment to Kazakhstan, the development of the electronics market, digital technologies, and cross-border trade in Central Asia and adjacent regions.

The first plenary session was attended by representatives of Kazakhstani ministries and agencies, deputies, and public figures.

The session moderator, Deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan Maxim Rozhin, said that a platform is currently being prepared in Kazakhstan on the basis of the Ministry of Foreign Affairs and the Ministry of Economy to track the implementation of investment projects – the National Investment Platform.

“Every investor will be reflected on the platform, their project will be reflected, and the progress of the project implementation – from signing the memorandum to launching the plant, connecting utilities, and so on – will also be tracked. Each item is the responsibility of a specific government body, and this work will be monitored electronically.

Investors will also gain access to the regional investor feedback database being created. That is, if they have complaints or suggestions regarding work, improving interaction or communication, they will be able to submit them there.

This database is already operating in pilot mode. A large number of investors have already submitted their proposals. This is a very useful platform for investors themselves and will soon be fully launched,” said Maxim Rozhin.

Zhamaldin Nadyrov, Regional Director of JSC “Kazakh Invest”, added that the Government of the Republic of Kazakhstan provides significant support to investors.

Exhibitions play a major role in this, as they facilitate meetings between businessmen and investors from different countries, becoming the first step toward large-scale international cooperation.

He recalled that just a couple of weeks ago the 20th anniversary exhibition of Chinese goods was held, and today the HomeTech & Electra exhibition is taking place with representatives from 10 countries.

According to him, this gives a strong impetus to the creation of new industries and factories.

Nadyrov also assured that Kazakh Invest and Almaty Invest provide comprehensive support to investors across Kazakhstan and in Almaty in particular, including land allocation, tax preferences in industrial zones and special economic zones.

“This applies not only to Almaty, but throughout Kazakhstan. The conditions created – full infrastructure (gas, electricity, water) and tax exemptions – provide excellent opportunities for launching new production facilities.

Investors are increasingly coming to Kazakhstan, and we are ready to provide full support through a one-stop-shop system. Investors can contact us or the regional organization Almaty Invest, which provides full project support up to commissioning. We are open to cooperation,” he noted.

Sholpan Abdikhalikova, Chairman of the Almaty branch of the Respublika party, stated that the branch plays an important role in digitalization, including organizing training programs and supporting women entrepreneurs.

Nurlan Sharipov, Deputy General Director of Samruk-Kazyna Contract LLP, reported that more than 15 support measures are available in procurement for Kazakhstani companies that have localized production.

The key principle is prioritizing purchases from enterprises that have established local production in Kazakhstan.

He also noted the implementation of an import substitution program. Analysis shows around 15,000 product categories worth 400 billion tenge are currently imported but could be produced domestically.

“This represents significant potential for companies to localize production in Kazakhstan, while the fund guarantees procurement through direct contracts for a five-year period,” he said.

According to him, this mechanism has already enabled the launch of 80 enterprises in Kazakhstan.

Additional support measures are available for small and medium-sized businesses, including preferential conditions and priority in procurement.

Speakers noted that Kazakhstan can learn from its strategic partner, the People’s Republic of China, in attracting investment and advancing digitalization.

“Digitalization is no longer just a trend – it is a matter of competitiveness, sovereignty, and security.

We must adopt technologies from different countries. Chinese companies offer interesting solutions that can help create high-tech production with high added value in Kazakhstan.

It is also important to develop international projects between China, Kazakhstan, and SCO countries,” said Sanat Zholdykhan, Chairman of the Board of QazInnovations.

Alik Shpekbayev, former Chairman of the Agency for Civil Service Affairs and Anti-Corruption, emphasized the importance of carefully evaluating and adapting international projects.

He noted that digitalization is inevitable, and Kazakhstan must keep pace with global developments.
