The II International Exhibition of Electronics and Household Appliances HomeTech & Electra 2025 was held in Almaty, during which the international forum “Development of the Electronics and Digital Technologies Market in Central Asia and Adjacent Regions” took place with delegations from 10 countries of the region.
A wide range of issues was discussed at the forum, including interstate trade, investment, and digitalization. One of the key topics was industrialization and industrial clusters.

Toreadil Abdrahmanov, Head of the Mechanical Engineering Department of the Ministry of Industry and Construction of the Republic of Kazakhstan, spoke about the current state of industrialization in Kazakhstan.
According to him, new factories producing household appliances are being launched in the country. Among them is the upcoming “Silk Road Electronics” plant in the city of Saran, Karaganda region, which will produce Samsung televisions, as well as an Artel plant in Turkestan specializing in stove production.
There are also assembly plants in other regions. However, even at this pace, industrialization in Kazakhstan does not yet meet the needs of the domestic market.
Founder of the consulting company “Cash Flow” Erkin Tokmagambetov noted that despite the large number of state support programs for entrepreneurship, businesses are often unaware of them or have only fragmented information.
“Within our company, we categorized state support measures into several groups: first — affordable financing; second — programs for businesses lacking sufficient collateral.
Further categories include land allocation, tax incentives, non-repayable grants, venture financing, and affordable leasing programs. One of the most popular is the ‘Orleu’ program from ‘Damu’, which includes two направления — capital investments and working capital,” he said.
Special economic zones and industrial zones are also intended to accelerate industrialization.
Yerken Zhakibaev, Director of the One Stop Shop Department at Almaty Business Development Company LLP, explained that the organization—fully owned by the Almaty city administration—was established to facilitate effective communication between investors and city authorities.
“We connect investors with city leadership, present their projects, and the administration promptly offers support measures.
Most often, these include allocation of land in industrial and special economic zones, as well as infrastructure development.
As a result, we are seeing significant growth in Almaty’s manufacturing sector. In 2024, investments reached $374 million, which is 2.9 times higher than in 2023.
We also observe high hotel occupancy rates—over 90% annually—which indicates strong business activity.
The city is actively seeking investors for hotel development and mountain tourism infrastructure, in line with national priorities,” he said.
It was also noted that Hyundai vehicles are produced in Almaty’s industrial zone, while Astana Motors manufactures several Chinese car brands.
Future plans for industrial and special economic zones include pharmaceutical plants, IT production facilities, computer manufacturing, and the construction of data centers.
Foreign investors are also planning to build a major data center worth over $50–60 million, which is considered part of high-tech industrial development.
